Wild camping on the Bella Tola
The Bella Tola, 3'025 m, is the walkers' summit above St-Luc in the Val d'Anniviers, with a ski lift almost to the top. Oberems, Agarn and Anniviers meet on it, all three ban camping everywhere, and the ground east of the top is a federal game reserve.
What do these mean?
Illegal A specific rule bans it, usually with a fine, and it can be enforced. Sleep somewhere else.
Not allowed No real place to camp here. A gated site, a developed area, or nowhere sensible to lie down, even if no fine is attached.
It depends You can sleep here, but there's a condition first: ask the landowner, book a spot, stay inside a set zone, or use a bivvy instead of a tent. The report says which.
Tolerated No rule clearly allows or bans it, but a single night is accepted in practice and nobody enforces against it. Normal for high bivouacs above the treeline.
Legal Camping one night is fine here. Either a rule allows it, or we checked every law and found nothing against it. Still: pitch late, leave early, no trace.
Wild camping on the Bella Tola: three communes meet at the top
The Bella Tola is the three-thousander people walk up from St-Luc. The funicular and the chairlifts of the St-Luc/Chandolin ski area carry you high, a drag lift runs almost to the summit, and the last stretch is a broad path. No glacier on the normal route, no rope. That is exactly why the sunrise night comes up: it looks like a summit you could simply sleep on.
The summit point is a tripoint. The federal communal boundary layer, current year, puts the highest point, WGS84 46.23907 / 7.65372, LV95 2'616'590 / 1'120'870, in Oberems, the commune of the Turtmanntal. Two metres to the north-west and north the ground is Agarn, whose territory runs down the flank towards the Rhone valley. Two to ten metres to the south and south-west it is Anniviers, the side of St-Luc. Whichever way you take a step off the top, you land in one of three communes.1
The top itself takes no tent. Within 30 metres of the summit the median slope is 36 degrees, and 78 percent of that ground is steeper than 30 degrees. The Bella Tola drag lift has its top station within 200 metres. The nearest level patches lie 180 metres east at 2'928 metres in Oberems, 384 metres south at 2'890 metres in Anniviers, and 493 metres north-north-west at 2'738 metres in Agarn, close to the small Bella Tola glacier. Every one of them is inside one of the three bans below.1
Oberems, Agarn and Anniviers all ban camping on their whole territory
Oberems' rule is art. 20 of its Polizeireglement, under the heading "Wildes Campieren". The Polizeireglement lists the offences it punishes, and this is one of them.
"Wer ohne Bewilligung und ausserhalb der offiziellen Campingplätze campiert und caravaning betreibt."Polizeireglement der Gemeinde Oberems, art. 20. Punishable is anyone who camps and goes caravanning without a permit and outside the official campsites.
The penalty is in art. 2: detention or a fine up to CHF 5'000, and the two can be combined. Under art. 1 the offence is punishable even when committed negligently. The same Polizeireglement bans open fire in the open on the whole commune, art. 19.2
Agarn's rule is the same sentence, three words shorter. Its Polizeireglement, adopted by the Gemeinderat on 16 November 1998 and by the Urversammlung on 9 December 1998, applies "auf dem Gebiet der Gemeinde Agarn" under art. 1 and carries the offence in art. 19, also headed "Wildes Campieren".
"Wer ohne Bewilligung und ausserhalb der offiziellen Campingplätze campiert."Polizeireglement der Gemeinde Agarn, art. 19. Punishable is anyone who camps without a permit and outside the official campsites.
Art. 2 sets the same frame as Oberems: "Die Strafen sind Haft oder Busse bis Fr. 5'000.-." Agarn's art. 17 bans open fire in the open in principle. There is no altitude where either rule stops, so the Agarn flank up to two metres below the summit is covered.3
Anniviers' rule is art. 58 al. 1 of its Règlement de police, adopted on 15 December 2014 and homologated on 26 August 2015. It is the widest of the three.
"Le camping, le caravaning et ce qui leur est assimilable sont interdits sur le domaine public et privé en dehors des emplacements autorisés, expressément désignés comme tels par l'Autorité."Règlement de police de la Commune d'Anniviers, art. 58 al. 1. Camping, caravanning and what is comparable to them are forbidden on public and private ground outside the authorised places expressly designated as such by the Authority.
"Sur le domaine public et privé" means the owner's yes changes nothing. Art. 1 al. 2 applies the regulation to the whole communal territory. Art. 58 al. 2 lets the police order a tent removed within two hours and remove it at your cost if you do not. Art. 78 caps the fine at CHF 5'000. The same article decides the Sasseneire, further up the valley.4
Why communal articles decide in Valais. The canton has no general camping ban. Its building ordinance only requires a permit for tents beyond three weeks or twelve units. The cantonal structure plan, sheet B.3 "Camping", tells the communes to set the wild-camping rules in their police regulations, and all three communes on the Bella Tola did.7
East of the summit: the Turtmanntal federal game reserve
Federal game reserve no. 40 Turtmanntal reaches the summit. Its area with integral protection begins one metre east of the highest point and covers the Oberems side of the mountain, including the level patch 180 metres east at 2'928 metres and the larger one about 800 metres south-east at 2'767 metres. In a federal game reserve a second, federal ban applies on top of Oberems' art. 20.1
"Das freie Zelten und Campieren ist verboten. Vorbehalten bleibt die Benutzung offizieller Zeltplätze. Die Kantone können Ausnahmen bewilligen."Verordnung über die eidgenössischen Jagdbanngebiete (VEJ), SR 922.31, art. 5 al. 1 lit. e. Free tenting and camping are forbidden. The use of official tent sites is reserved. The cantons can grant exceptions.
The fixed fine is CHF 150, under the Ordnungsbussenverordnung, Anhang 2 Ziff. 12005, "Freies Zelten oder Campieren in eidgenössischen Jagdbanngebieten". An exception can come only from the canton of Valais, so even a permit from Oberems would not open that ground. There is no official tent site in the reserve.5
Two labels on the map do not add a camping rule. The whole summit lies in the Naturpark Pfyn-Finges, a regional nature park; the Pärkeverordnung addresses its duties to the park and the communes' planning, not to visitors. The Agarn flank lies in the federal landscape inventory object 1716 Pfynwald - Illgraben, which binds the authorities and does not fine a hiker. No wildlife rest zone touches the mountain; the nearest, Par di Modzes, is about 3 kilometres away.6
A tent is caught on every side. A bivvy bag is no safe way out
A tent for one night is camping on any reading, in all three communes and in the game reserve. The tent question on the Bella Tola is not close.234
A sleeping bag with nothing put up is less clear, and still no plan. Anniviers bans "ce qui leur est assimilable", what is comparable to camping, which plausibly reaches a planned night in a bivvy bag. Oberems and Agarn use the verb "campieren" and define it nowhere, and no Valais court has drawn the line. On the Oberems side the federal ban of the game reserve applies on top. Sleeping out up here without a tent means betting on a reading none of the four rules confirms.45
The night out no Swiss rule fines is a genuine emergency bivouac forced by injury, weather or darkness, which the Swiss Alpine Club treats as always permitted. A planned sunrise night on a lift-served summit is not that.9
Where you can legally sleep near the Bella Tola
Consent is no real route here. Anniviers allows camping only at places the Authority has designated, and it has designated none on the Bella Tola. Oberems and Agarn punish camping "ohne Bewilligung", but publish no permit practice, and on the Oberems side the game reserve leaves the decision with the canton. A landowner's or an alp tenant's yes is not a permit under any of the three rules.2345
The night that works: the Cabane Bella-Tola, 2'340 m, in the commune of Anniviers, 3.1 km west-south-west of the summit and about 680 m lower, on the way down to St-Luc. It is run by the Funiculaire St-Luc/Chandolin and has 41 beds in rooms of two to eight. It opens in summer and in winter; dates for winter 2026-27 are not published yet, so ask before you plan the tour: +41 27 476 15 67, cabane@funiluc.ch.8
- A bed in St-Luc or Chandolin. The two villages at the foot of the ski area are where the funicular and the walking routes start.
- A legal wild night in another valley: Gruben in the Turtmanntal, 5.1 km south-east of the summit at 1'830 m. On the valley floor east of the Turtmänna, in Turtmann-Unterems, no rule forbids a night out; the game reserve and Oberems begin about 100 m west. That is a separate tour, not a pitch below the Bella Tola: wild camping at Gruben.
- Not the flats east of the top. That is Oberems ground inside the game reserve, two bans at once.
- Not the Anniviers slopes south of the summit or the Agarn flank to the north. Anniviers' art. 58 and Agarn's art. 19 cover them, glacier or no glacier.
No fire. Oberems and Agarn ban open fire in the open, and at 3'000 metres there is nothing to burn anyway. A gas stove covers everything. The national picture is in wild camping in Switzerland.
General rules for wild camping
This applies wherever you are genuinely allowed to sleep outside, which around the Bella Tola means a booked bed or the lawful ground in another valley, never the summit or the slopes below it.
- No fire. An open fire has no place in the mountains. A gas stove is enough.
- Pitch late, strike early. Set up towards evening, gone again early. A bivouac is one night, not a base camp.
- Leave no rubbish. Everything you carry up you carry down, organic scraps and toilet paper included.
- At least 50 metres from any water for the big business, so you do not foul what people and livestock drink.
- Stay small and quiet. A small group, no speaker, no drone, dogs on the lead, and the alp staff's word goes.
Disclaimer
This article reflects my research and assessment to the best of my knowledge, as of November 2026. It is based on the publicly accessible and official sources linked below. It does not replace legal advice and is not a binding statement of the current legal situation.
The verdict rests on the police regulations of Oberems, Agarn (1998) and Anniviers (2014, homologated 2015), the federal ordinance on game reserves, the fixed-fine ordinance, the cantonal structure plan of Valais and the federal boundary, protected-area and terrain data for the summit. No permission has been asked for. Terrain figures come from official elevation data, not from a survey on site. The hut's winter dates were not yet published when this was written. Before every tour, check the current sources yourself and follow instructions on site. A genuine emergency bivouac in distress is a separate question from a planned camp. Anyone who spends the night outside bears responsibility for their own conduct and any consequences themselves. Hikebeast, Leon Helg and Saftladen GmbH accept no liability for decisions made on the basis of this text, and call on no one to break applicable law.
