Wild camping on the Titlis

The Titlis is the 3'238 m summit above Engelberg, an hour of glacier and rock above the Klein Titlis station. Its top is in Innertkirchen BE, which has no camping rule, one metre from Engelberg OW, whose act allows a single night without a permit. Nothing in the law stops you. The mountain does: a rock cap between a north face and slabs, the only flat ground glacier by the cornice. Bed: the Grassenbiwak SAC.

What do these mean?

Illegal A specific rule bans it, usually with a fine, and it can be enforced. Sleep somewhere else.

Not allowed No real place to camp here. A gated site, a developed area, or nowhere sensible to lie down, even if no fine is attached.

It depends You can sleep here, but there's a condition first: ask the landowner, book a spot, stay inside a set zone, or use a bivvy instead of a tent. The report says which.

Tolerated No rule clearly allows or bans it, but a single night is accepted in practice and nobody enforces against it. Normal for high bivouacs above the treeline.

Legal Camping one night is fine here. Either a rule allows it, or we checked every law and found nothing against it. Still: pitch late, leave early, no trace.

What "wild camping" means here: one night. A small tent or a bivvy bag, up towards evening, gone in the morning. Not a base camp, not a camper van. Most Swiss bans are written against camping; whether a single night also falls under them depends on the exact wording, so this article checks that wording. What the Titlis is: a rock cap on a cantonal line, with a cornice for a border

Wild camping on the Titlis is a question people ask from the Klein Titlis terrace, looking east along the crest to the real summit. The pin, LV95 2'676'315 / 1'180'580, 3'238 m, is the "Alpiner Gipfel Titlis" of the federal gazetteer, an hour and 250 m above the station over the west ridge: up the glacier piste to the upper saddle, then the summit rock cap, "leicht zu besteigen (wenn nicht vereist)" in the route description, with cornices and drops on the right the whole way.12

The summit is where two cantons meet. The commune layer puts the pin in Innertkirchen BE, 0.9 m south of a boundary segment that runs east to west straight through the summit block, then bends north-west along the crest. Everything north of the crest, the Titlisgletscher plateau and the north face, is Engelberg OW; the summit point and the slabs above the Gadmertal are Bern. The same crest is the cornice line. That is why the flat ground is on the other side: the elevation model's four gentlest cells within 160 m, 5.5, 7.1, 10.0 and 11.1 degrees, lie 90 to 146 m north-west of the pin on the firn at 3'208 to 3'213 m, all in Engelberg, 8.5 to 32 m inside the line, which there is the cornice edge above the north face.6

The rest is steep. The summit cell reads 12.4 degrees, but 25 m north the ground is already at 60 degrees and 100 m north it has dropped 124 m; the north-east sector out to 200 m has a median slope of 75.7 degrees, the south sector 70.2. The 600 m box around the pin runs from 2'325 to 3'238 m with a median slope of 58.3 degrees, and 3 of its 529 cells are under 10 degrees. On the orthophoto the summit is dark rock and snow, the plateau north-west of it smooth firn for about 200 m before the crevasses open, the north face serac bands and ice. Nobody sleeps on the rock cap; the question is only whether the saddle counts, and that is answered below.6

Bern: no norm, no parcel, nobody to ask

Canton Bern has no camping norm of general application, and its instruments that could carry one all miss the Titlis. The cantonal wildlife-protection areas under the WTSchV, checked as polygons: none at the pin, the nearest 19.7 km away and without a camping measure. The cantonal nature reserves: none, the nearest Engstlensee-Jungibäche-Achtelsass 4.4 km away. The commune of Innertkirchen publishes 35 regulations and not one of them is a police, fixed-penalty or camping regulation; its building regulation of 2026 knows a tent only in the valley campsite zone, and its "Hochgebirgsschutz" clause names the Wendenstöcke and the Urbachtal massif, not this mountain, and carries no camping verb even where it applies.46

There is also no landowner. The Bernese cadastre returns no parcel at the pin and at every point tested for 3.5 km south of it: the summit, the south flank and the slabs are unsurveyed rock, firn and scree, the kind of land that under ZGB Art. 664 is presumed to be in nobody's private ownership and stands under the sovereignty of the canton, whose introductory act only puts its use under state supervision. There is no alp corporation, no Bäuert and no private owner with a refusal to give, and no order under that supervision has ever been issued for the Titlis.5

"An den öffentlichen Gewässern sowie an dem der Kultur nicht fähigen Lande, wie Felsen und Schutthalden, Firnen und Gletschern, und den daraus entspringenden Quellen besteht unter Vorbehalt anderweitigen Nachweises kein Privateigentum."Swiss Civil Code, Art. 664 para. 2: on rock, scree, firn and glaciers there is, absent proof to the contrary, no private ownership. The Titlis summit is exactly that land, and the Bernese cadastre has no parcel for it.

So on the Bern metre where the cross stands, nothing forbids a night, nothing fines it and nobody can refuse it. That is not a recommendation. It is the reason the verdict says "not allowed" for the ground and not "illegal" for the law.54

Obwalden: a ban, a one-night right, and a commune that reads only the ban

One metre north the rules change canton. Obwalden's camping act of 4 December 2014, in force since 1 March 2015 and unchanged since, is built in three steps. Art. 6 sets the principle: tents, caravans and motorhomes may not be set up for camping outside authorised campsites. Art. 7 lets the commune permit exceptions, for youth camps, large events and "in andern begründeten Ausnahmefällen". And Art. 8, "Einmaliges Übernachten", gives a right the rest of Switzerland mostly lacks: for a single night a tent may be set up without a permit outside campsites "wenn keine öffentlichen oder privaten Interessen beeinträchtigt werden", at the camper's own risk. Art. 11 punishes breaches with a fine and names no amount; Art. 10's CHF 100 to 1'000 is a permit fee, not a penalty. The act has no word for a bivouac: a sleeping bag without a tent is outside it altogether.1

Does anything impair a public interest on the Titlis saddle? The cadastre of Engelberg's parcel 2, the 586 hectares that hold the plateau and the north face, was read with its geometry. The flat cells lie in "übriges Gebiet", the zone for land that can be assigned no use, and inside the regional landscape-protection area "Schwand-Stoffelberg-Walenstock-Planggen-Hahnen-Weissberg-Titlis-Gerschniwald", whose effect under the cantonal nature ordinance is a rule about lasting changes to the landscape, deposits, excavation and terrain works, with no clause on sleeping. The winter-sport zone ends 421 m below, the Klein Titlis special zone is 834 m away, the wildlife rest zone Hofad-Bödmerbeg 1.5 km, and the hazard-zone polygon for the north face starts 39 to 61 m from the cells. The Bergbahnen's conditions say leaving the piste is at your own responsibility and ban only entering an active wildlife zone. No published public interest is touched by one tent on the saddle.78910

The private interest is where Engelberg comes in. The commune's own camping page quotes the Art. 6 principle, describes the Art. 7 permit route for youth camps and events, and does not mention Art. 8; its 31 regulations contain no police or camping regulation and its building regulation knows camping only as a zone for campsites. In May 2021 the local paper reported the commune's line in full: the Gemeinderat holds to a 2016 resolution that even a single night outside the campsite is not allowed in Engelberg, the cantonal police check campers and ask for the landowner's confirmation, without it they send people to Camping Eienwäldli, and repeat offenders are fined, which is Art. 11 lit. c of the act. A communal resolution cannot repeal a cantonal statute, and the same article concedes the rest of Obwalden applies the one-night rule; what the commune can do is refuse as landowner on its own plots and treat a missing consent as an impaired private interest. The owner of parcel 2 is not readable from any public source. So on the Obwalden firn a tent is lawful under Art. 8 as the act stands, a bivvy bag needs no article at all, and the authority you would meet has said since 2016 that it wants a landowner's yes you cannot obtain.2313

What the maps say: every federal layer empty, one rest zone 1.5 km north

At the pin the federal identify sweep returns nothing: no game reserve within 3 km, no BLN object, no UNESCO site, no park, mire, floodplain or amphibian object, no forest reserve, no military perimeter, with the invalid-layer control passing and the positive control hitting. The one object in range is the Obwalden wildlife rest zone "Engelberg (Nr. 21.Hofad-Bödmerbeg)", 1.5 km north on the Engelberg side, closed off marked paths from 1 December to 30 April; it does not reach the glacier or the summit. On the Bern side the cantonal wildlife-protection and nature-reserve layers are empty as well. The Titlis is, in the maps, a mountain without a rule.69

What the maps also show is the lift. The Klein Titlis station complex with the Cliff Walk and the Ice Flyer top at 3'020 m lies about 1 km west; nothing is built within 700 m of the summit. The Bergbahnen run 08:30 to 17:00 through, last ascent to the Titlis 15:30, last descent 17:00, and the Rotair cable car is closed from 17 August to 11 December 2026 with the TITLIS Connect carrying the traffic. There is no marked hiking path from Klein Titlis to the valley. An evening on the summit therefore ends in a night out or an alpine descent in the dark, which is the practical reason nobody plans one.10

  • Grassenbiwak SAC, 2'647 m, on the south foot of the Titlis on the Obwalden-Bern line, 700 m east-south-east of the summit and 590 m lower: 14 places, mattresses and blankets, four more for emergencies only, CHF 25 for SAC members and CHF 35 for everyone else per night, booked through the SAC reservation portal, unattended, wood stove, rain-tank water to be boiled. Normal route from Engelberg over Firnalpeli and Gorisegg, T4, 4 h 45, 1'590 m of ascent, without glacier contact in summer; from the summit the link is the south-wall mountaineering route, not a walk. A replacement building is in Innertkirchen's planning notice of August 2026, so check the SAC page before you go11.
  • Berghotel Trübsee, 1'800 m, at the Trübsee station, and the Bärghuis Jochpass: roofed, above the treeline, on the lift.
  • A bivouac on the Obwalden firn, the upper saddle 90 to 150 m north-west of the summit at 3'210 m, is lawful as the cantonal act stands: no article reaches a bivvy bag, Art. 8 covers one night in a tent. It is also glacier under snow, 8 to 13 m from the cornice edge, 40 to 60 m from the north-face hazard polygon, in a commune that has the police ask for a landowner's confirmation nobody can give. Roped, in settled weather, with glacier experience, it is a mountaineer's night; for anyone else it is the wrong place, and it is not this article's recommendation16.
  • Not the summit. A rock cap with a 76-degree face on one side and 70-degree slabs on the other, 12 degrees on the one cell that holds the cross, and the last cable car at 17:00.

General rules for wild camping

This applies wherever you are genuinely allowed to sleep outside, which on the Titlis means the Grassenbiwak and, for mountaineers, the firn of the upper saddle. It is not legal text, but decency and common sense, and on a mountain where nobody can fine you it is the only rule there is.

  • No fire. An open fire has no place in the mountains. A gas stove is enough.
  • Pitch late, strike early. Set up towards evening, gone again early. A bivouac is one night, not a base camp.
  • Leave no rubbish. Everything you carry up you carry down, organic scraps and toilet paper included.
  • At least 50 metres from any water for the big business, so you do not foul what people and livestock drink.
  • Stay small and quiet. A small group, no speaker, no drone, dogs on the lead, and the alp staff's word goes.

Cantonal acts, communal practice and lift timetables change. A postulate in the Obwalden parliament asks the government to review the one-night rule for caravans and motorhomes, not tents; the act was unchanged on 15 September 2026. The 2016 Engelberg resolution is known only from press reporting. The commune boundary and the distance to the cornice are computed from federal geodata, not measured on the ground; a cornice line moves with every winter. Before every tour, check the current sources yourself, check the glacier and weather conditions and follow instructions on site. A genuine emergency bivouac in distress is a separate question from a planned camp. Anyone who spends the night outside bears responsibility for their own conduct and any consequences themselves. Frequently asked questions

Is wild camping allowed on the Titlis?
Nothing forbids it, and we still say no. The summit is in Innertkirchen BE, where neither the canton nor the commune has a camping rule and the ground is unparcelled land in nobody's ownership; one metre north, in Engelberg OW, the cantonal camping act bans tents outside campsites but allows a single night without a permit where no public or private interest is impaired. No federal reserve touches the pin. Our reason for advising against it is the ground: a rock cap between a 76-degree north face and 70-degree slabs, with the only level cells on glacier firn beside the cornice.
What is the fine?
None on the summit. Bern and Innertkirchen have no camping norm and no fixed-penalty list that names a tent. On the Obwalden side, Art. 11 of the camping act punishes camping without a permit or repeatedly breaching the ban with a fine and names no amount; a single night under Art. 8 needs no permit in the first place. No federal game reserve lies within 3 km, so the CHF 150 federal tariff does not arise.
Which canton is the summit in?
Bern, by 0.9 m. The cantonal line runs east to west through the summit block; the summit point and the slabs above the Gadmertal belong to Innertkirchen BE, the glacier plateau and the north face to Engelberg OW. The flattest ground, on the firn 90 to 150 m north-west, is Obwalden, 8 to 32 m inside the line, which there is also the cornice edge.
Can I use the Obwalden one-night rule on the glacier?
As the act stands, yes; as Engelberg applies it, only with a landowner's yes you cannot get. GDB 971.4 Art. 8 allows a tent for one night without a permit where no public or private interest is impaired, and no published public interest covers the saddle. The commune of Engelberg publishes only the ban, holds to a 2016 resolution against single nights, and has the cantonal police ask for the landowner's confirmation; the owner of the glacier parcel is not public. A bivvy bag without a tent is outside the act altogether. The ground is glacier next to a cornice, so this is a roped mountaineer's night at most.
