Wild camping at the Seebergsee

The Seebergsee is a small lake at 1'831 m above the Diemtigtal, a short walk below a restaurant and a toll road, and the park's postcard. It is also, since 1971, a cantonal nature reserve, and the 1976 decree that governs it bans camping, tents and other shelters across the whole reserve, and fires, music and boats at the lake. The reserve ends 310 m north of the water; this report walks that line.

What do these mean?

Illegal A specific rule bans it, usually with a fine, and it can be enforced. Sleep somewhere else.

Not allowed No real place to camp here. A gated site, a developed area, or nowhere sensible to lie down, even if no fine is attached.

It depends You can sleep here, but there's a condition first: ask the landowner, book a spot, stay inside a set zone, or use a bivvy instead of a tent. The report says which.

Tolerated No rule clearly allows or bans it, but a single night is accepted in practice and nobody enforces against it. Normal for high bivouacs above the treeline.

Legal Camping one night is fine here. Either a rule allows it, or we checked every law and found nothing against it. Still: pitch late, leave early, no trace.

What "wild camping" means here: one night. A small tent or a bivvy bag, up at dusk, gone in the morning. No base camp, no camper van. Most Swiss bans are written against camping; whether a single night falls under them depends on the exact wording, and that wording is what this article checks. What the Seebergsee is: a lake at 1'831 m in scattered forest, a reserve since 1971, a restaurant outside its line

Wild camping at the Seebergsee is a question about a lake, and the gazetteer's pin for it sits on open water: LV95 2'600'357 / 1'158'471, 1'831 m, in the middle of a 5.8 ha lake on Zweisimmen ground, parcel 917, in the Diemtigtal nature park, 842 m west of the Diemtigen boundary. The basin is not above the treeline. Spruce groups stand at the east and south shores, the forest polygons around the lake top out at 1'887 m for the most part and 1'952 m at the highest, and the ground is open because it is grazed, not because it is alpine. The west shore is the Geisshöri rock face and its scree coming straight down to the water. The only shore where a tent would physically stand is the grazed strip on the east side, 20 to 50 m wide between the water and the gravel alp track that runs the whole length of that shore, 0.2 to 2.3 degrees. It is also the most visible ground at the lake.7

North of the lake the ground drops into a hollow at 1'820 to 1'825 m, below lake level, ribbed with sedge and standing water in the orthophoto: that is the southern lobe of the fen of national importance Nr. 1190 "Seeberg", whose fingers run north through the pasture for another 800 m. Beyond the hollow, on a rise at about 1'800 m, stand the nine buildings of the Seeberg alp and the Bergrestaurant Seeberg, 697 m from the pin, with its car park at the end of the toll road from the Diemtigtal. Twenty minutes on foot from that car park to the water, down the track.67

Would anyone sleep here? Yes, and they do: the lake is the park's postcard, the restaurant fills its terrace on a summer weekend, and the east shore is flat. That is exactly why the canton has had a warden on it since the reserve was created, and why the question is not the terrain but the decree.8

The decree: camping banned across the reserve, fires, music and boats banned at the lake

The Seebergsee and its surroundings were declared a nature reserve by the Bernese government on 9 June 1971. On 15 December 1976 the government replaced that decision with a larger one, Regierungsratsbeschluss Nr. 3807 "Naturschutzgebiet Spillgerten", 1'670 ha from the Seebergsee south over the Spillgerten massif, drawn on a 1:25'000 plan that forms part of the decree and lists the parcels it covers, Zweisimmen 917 among them. Its Ziff. 3 is the rule:1

"Untersagt sind, soweit nicht für die alp- und forstwirtschaftliche Nutzung erforderlich: ... 3.2 das Campieren, insbesondere das Aufstellen von Zelten, andern Unterständen und Wohnwagen"RRB Nr. 3807 of 15 December 1976, Ziff. 3.2.

Three things in that sentence matter. "Campieren" is the banned act, and "insbesondere" makes the list that follows illustrative, not exhaustive: a tent, another shelter, a caravan are examples of it. "andern Unterständen" is the phrase that closes the bivouac argument textually: a tarp, a bivvy bag or a bothy is a shelter, and a bag-only night is still camping in ordinary Swiss usage. And the only carve-out is for alp and forest work. The canton's own flyer for the reserve, carrying the Bern crest, reads the decree the same way: "Campieren und Biwakieren verboten". Ziff. 7 then keeps the lake's 1971 rules alive on top of the general ones, as "besondere Bestimmungen für den Seebergsee und seine Umgebung": 7.1 no lighting of fires, 7.2 no radios or music, 7.3 no boats or rafts of any kind on the lake, which only fishing licence holders may use. The cadastre maps Ziff. 7 as its own zone, 36.6 ha around the water. Swimming is not mentioned anywhere; a packraft or a board is.18

The decree is not a museum piece. The 1972 ordinance it rests on was repealed in 1994, but the ÖREB cadastre, the federal register of public-law restrictions, lists for parcel 917 today two entries under "Kantonale Naturschutzgebiete", both "in force": "Spillgerten (NSG-Nr. 114)" over 62 percent of the parcel and "NSG-Nr. 114, weitere Zone, Artikel II 7" over 8.8 percent, each citing the nature protection act, its ordinance and the 1976 decree as the legal provisions. The cantonal register records no amendment of Nr. 114 since 1976 beyond a technical boundary adjustment in 2017. The pin, the east shore, the south shore and the hollow north of the lake all test inside both polygons.23

What it costs, who enforces it, and why the exception clause is not yours

The 1976 text threatens "Busse oder Haft". Haft no longer exists as a penalty, and the act that carries the decree today names the range: the Bernese Naturschutzgesetz, Art. 57 Abs. 1, "Mit Busse von 100 Franken bis 50 000 Franken wird bestraft, wer ... b einem Verbot oder einer Massnahme zuwiderhandelt, die aufgrund der Artikel 31, 36 oder 41 angeordnet worden sind"; Abs. 2 allows up to CHF 100'000 in severe cases; Abs. 3, the honest counterweight, allows the authority to waive punishment in particularly minor cases. Bern has no fixed-penalty tariff for this: the cantonal Ordnungsbussenverordnung lists items for wildlife reserves at CHF 100 but nothing under the nature protection act. A tent at the Seebergsee is therefore an ordinary contravention reported to the prosecutor, not a ticket, and no single franc figure exists to print.3

Enforcement is real and published. The park's protected-areas page: "Im Auftrag der Abteilung Naturförderung des Kantons Bern, des Naturparks Diemtigtal und der Alpkorporation Stierenseeberg wird das Naturschutzgebiet Seebergsee regelmässig von einem Gebietsbetreuer (ANF) kontrolliert. Bei Nichteinhalten der geforderten Naturschutzregeln wird Anzeige erstattet." The park's director said the same thing to the press in 2021: at the Seebergsee a wild camper is turned away without compromise. The canton closed the climbing garden on the Geisshöri above the lake in 1998 on the strength of Ziff. 5.1 of the same decree, which is the kind of enforcement history most reserves do not have.8

The decree's Ziff. 8 lets the authority grant "begrenzte Ausnahmen" in special circumstances, and the act's Art. 7 allows exceptions "aus wichtigen Gründen, insbesondere für Erschliessungen zur Erhaltung der Besiedlung und Sicherstellung der Bewirtschaftung abgelegener Gebiete", granted by the canton's nature office. That is a route for a road or a barn, addressed to the authority, not to a hiker with a tent; no such exception for camping at the lake is on any record. This is why the verdict is Illegal and not It depends: there is no one at the lake whose yes would make a night lawful, not the alp, not the restaurant, not the park.13

Where the reserve ends, and what else is on this ground

The reserve's northern boundary is the line that matters, and the cadastre's geometry gives it to the metre. From the Geisshöri it runs north-east along the west side of the basin, then turns and runs almost due east along N 1'158'780: the vertex due north of the pin is 2'600'354 / 1'158'780, the next 2'600'476 / 1'158'781, and from there one straight leg to 2'601'004 / 1'158'740 under the Seehore cliffs, after which the perimeter turns south. In words: the protected area ends on the open pasture halfway between the lake and the restaurant. Distances: pin 310 m inside, north shore 175 m inside, east shore 321 m, south shore 305 m, the hollow with the fen 60 m inside. The nearest alp building is 71 m outside, the Bergrestaurant Seeberg 276 m outside, and the 1976 plan draws the same line with the Seeberg buildings north of it.2

Outside the line, the federal and cantonal layers are quiet. No game reserve or BLN object within 10 km. No Bernese Wildschutzgebiet, the instrument that carries "Freies/wildes Campieren und Biwakieren sind verboten" elsewhere in this canton: the complete cantonal dataset puts the nearest, Nessli Nr. 107, 2.2 km north, Fildrich 3.4 km east. The wildlife rest zone "Diemtigen Meniggrund" begins 678 m east of the pin, is marked "empfohlen", not binding, and runs from November to March. The Sonderwaldreservat Spillgerten, 151 m south-west of the pin, is a forest-management regime, not an access rule. And the Naturpark Diemtigtal, which covers the whole basin, is a label, not a camping norm: Diemtigen's Naturparkreglement is organisational from its first article to its last, and the park's "we only sleep where it is allowed" page is guidance.65

What does reach the pasture north of the line is Zweisimmen's own regulation. The Campingreglement of 25 September 1992, amended on 23 September 2025 and in force since 1 January 2026, defines camping as "das vorübergehende Verweilen in Zelten, Wohnwagen, Mobilheimen ... oder ähnlichen beweglichen und unbeweglichen Einrichtungen" (Art. 2 Abs. 1), bans it outside authorised sites "grundsätzlich" (Abs. 2), and then writes the exception this series looks for: "Das vereinzelte, gelegentliche Campieren auf privaten Grundstücken ist mit der Einwilligung des Grundeigentümers, Pächters oder deren Vertreter erlaubt" (Abs. 3). More than one night needs the commune's permission (Abs. 4; the Verordnung names the Stelle Tourismus und Sportkoordination). Camping on public ground is a CHF 200 communal fine, breaches of the Reglement up to CHF 5'000, cantonal penal law reserved. Zweisimmen's Gemeindepolizeireglement adds nothing on camping, only quiet between 22.00 and 06.00. Diemtigen's rules, Art. 8 and 9 of its 2005 police regulation, the same construction with owner's consent, reach only the road head north of the alp.45

  • Not at the lake, not on any shore, not in the hollow north of it. Every metre of the basin south of N 1'158'780 is reserve, and the decree bans camping, tents and other shelters there, plus fires, music and anything that floats. The flat east-shore strip is the trap: it reads campable and is the most patrolled ground in the park.18
  • North of the line, with the alp's yes. The pasture between the fen and the restaurant is Zweisimmen parcel 917, the same parcel as the lake, grazed by the Alpkorporation Stierenseeberg, four families in the sixth generation, and Zweisimmen's Campingreglement Art. 2 Abs. 3 lets them allow an occasional single night. Ask in season at the Bergrestaurant Seeberg, Familie Abbühl, 033 684 11 22 or 079 474 92 94, open June to October, cash only. A level cell 67 m outside the line sits at 2'600'507 / 1'158'846, 1'819 m, 1.8 degrees, 18 m east of the fen edge, 276 m from the shore, 320 m from the restaurant and in full view of its terrace; pitch on the grazed turf, never in the sedges. A quieter option with more margin is the crest of the knoll north-west of the lake, 2'600'182 / 1'158'871, 1'934 m, 2 degrees, 110 m outside the line, 188 m from the fen, on a different parcel (1102) whose holder I could not establish: same rule, a different person to ask. Both are a consent route under a communal act, not a standing arrangement: no fee, no designated corner, no published yes is on record, and the restaurant publishes nothing about tents.479
  • The Massenlager at the Stierenberg. Berggasthaus Stierenberg, about 1'970 m, at the south-western edge of the reserve, 25 minutes on foot from the shore: 20 places in the Sennhütte's first floor, own sleeping bag and headlamp, unheated, about CHF 50 with breakfast, CHF 70 with the hut dinner, Monday closed, season to 11 October 2026. Brigitte and Hanspeter Rubin, 033 684 12 69. This is the bed to take if you want to be at the lake at dawn.9
  • The restaurant has no beds. "Wir können keine Übernachtungsgelegenheit anbieten." Its car park is a permit-road car park; sleeping in a van there is, at best, the CHF 200 communal fine for public ground and, at worst, a question for the alp. Valley beds: Hotel Spillgerten at the Grimmialp bus stop, Kurhaus Grimmialp; campsites Camping Eggmatte in Schwenden (20 tent pitches, year-round), Camping Vermeille and Simme-Camping in Zweisimmen.9
  • Getting there. Train to Oey-Diemtigen, PostAuto 250 to "Zwischenflüh, Seebergstrasse" (09:28, 11:28, 13:35 on a September Saturday), then 9.5 km and about 2 h 30 up the Meniggrund; or by car up the Seebergstrasse from Zwischenflüh, CHF 10 at the machine, coins only, to Parkplatz Seeberg and 20 minutes down to the water; or from Zweisimmen via Grubenwald and Hofstette (CHF 5 ticket) to Meienberg and 35 minutes on foot, with a Wandertaxi from Zweisimmen station Tuesdays and Thursdays to 8 October 2026, CHF 21 return, booked by 17.00 the day before on 033 722 11 33. Fire: banned at the lake all year by Ziff. 7.1 whatever the danger level, which is "moderate" on 19 September. Hunting: the Bernese chamois season runs 10 to 30 September and the red-deer main season to 20 September 2026, no hunting on Sundays.1011

General rules for wild camping

This applies wherever you may actually sleep out, which at the Seebergsee means north of the reserve line with the alp's consent, or the Massenlager, and nowhere on the shore. It is not statute but decency and common sense, and next to a fen of national importance and a warden with a charge sheet it is also what decides whether the alp keeps saying yes.

  • No fire. An open fire has no place in the mountains. A gas stove is enough.
  • Pitch late, strike early. Set up towards evening, gone again early. A bivouac is one night, not a base camp.
  • Leave no rubbish. Everything you carry up you carry down, organic scraps and toilet paper included.
  • At least 50 metres from any water for the big business, so you do not foul what people and livestock drink.
  • Stay small and quiet. A small group, no speaker, no drone, dogs on the lead, and the alp staff's word goes.

Frequently asked questions

Is wild camping allowed at the Seebergsee?
No. The lake and every shore lie inside the cantonal nature reserve Nr. 114 Spillgerten, whose 1976 protection decree bans camping, in particular the pitching of tents, other shelters and caravans, across the whole reserve, and at the lake itself fires, radios and music, and boats or rafts of any kind. The decree is in force on the cadastre for the lake's parcel, and a warden patrols and files charges. The reserve ends 310 m north of the water; on the alp pasture beyond that line, Zweisimmen's camping regulation allows an occasional single night with the alp's consent.
How high is the fine?
CHF 100 to 50'000, no fixed ticket. The Bernese nature protection act, Art. 57 Abs. 1 lit. b, punishes breaches of a protection decree with a fine in that range, up to CHF 100'000 in severe cases, and lets the authority waive punishment in particularly minor cases. Bern's fixed-penalty ordinance has no item for it, so a tent at the lake becomes a report by the warden to the prosecutor, not a CHF 150 ticket. Outside the reserve, camping on public ground in Zweisimmen is a CHF 200 communal fine.
Where exactly does the reserve end?
Along an east-west line about 310 m north of the pin. The cadastre's geometry runs from 2'600'354 / 1'158'780, due north of the lake's centre, east to 2'600'476 / 1'158'781 and then in one straight leg to 2'601'004 / 1'158'740 under the Seehore cliffs. The north shore is 175 m inside, the wet hollow north of the lake 60 m inside, the nearest alp building 71 m outside and the Bergrestaurant Seeberg 276 m outside. The 1976 plan draws the same line.
Can I camp near the Bergrestaurant Seeberg with permission?
Outside the reserve line, yes, with the alp's consent. Zweisimmen's Campingreglement, in force since 1 January 2026, permits occasional single-night camping on private ground with the consent of the owner, tenant or their representative; a second night needs the commune. The pasture between the fen and the restaurant is grazed by the Alpkorporation Stierenseeberg, reachable in season through the restaurant, 033 684 11 22. No fee, corner or standing yes is published, and the restaurant itself has no beds; the nearest bed is the Stierenberg Massenlager 25 minutes south.
Can I swim, or paddle, in the Seebergsee?
Swim yes, float no. The decree's lake rules ban boats and rafts of any kind except for fishing licence holders (Ziff. 7.3), which the canton's flyer restates as no swimming devices: a packraft, a board or an inflatable is out. Swimming is not mentioned in the decree, on the canton's page or in the flyer's list of bans, and the park's own conduct rules assume people bathe. Fires (7.1) and music (7.2) are banned at the lake all year.
