Wild camping at the Lai da Rims
The Lai da Rims lies at 2'395 m above Val Müstair, 1.7 km from the Italian border. The commune bans camping everywhere outside its campsites, so the tent stays in the valley. No federal, cantonal or communal rule names a night in a bivvy bag without one.
What do these mean?
Illegal A specific rule bans it, usually with a fine, and it can be enforced. Sleep somewhere else.

Wild camping at the Lai da Rims: a lake at 2'395 m above Val Müstair
Wild camping at the Lai da Rims means a night by a mountain lake at 2'395 m in the commune of Val Müstair, canton Graubünden, high above Val Vau and Sta. Maria. German maps call it the Rimsersee, Italian ones the Lago di Rims. The national map puts the name on the water itself (WGS84 46.565285 / 10.388165, LV95 2'826'095 / 1'161'362), so this report checks the open ground around the shore. One name to keep apart: the Lais da Rims area above Scuol, 21 km north, is a different place.5
The lake covers about 14 hectares in an open basin of alpine grass and scree. Streams come in from the south across a gravel plain, and the outflow drops north over a steep step towards Val Vau. The nearest forest ends some 200 m lower, 350 m from the shore; the nearest buildings, on the alps of Clastras and Praveder, stand 1.3 to 1.5 km away and 300 to 450 m lower, out of sight below the step. There is no road. The Italian border runs 1.7 km to the south.5
Would anyone sleep here if it were allowed? Yes. The lake lies a good 200 m above the tree line, and the grass flat along its east shore is nearly level and dry. It is also one of the most visited places in the valley: the convent that owns the lake writes that a walk to the Lai da Rims tops the list for most visitors to Val Müstair, and the destination runs a priority scheme for hikers and mountain bikers on the trail from the Umbrail pass. In the evening they go down, and the basin empties.910
One Romansh sentence bans camping across Val Müstair
The rule that decides this lake is communal, and it is written in Romansh, the commune's official language. The Ledscha da pulizia dal cumün da Val Müstair, the commune's police law, was adopted by the communal assembly on 13 December 2017 and at the ballot box on 4 March 2018, the day it came into force. It replaced every older provision that contradicts it (art. 42); the current version, of April 2023, changed only the fireworks article. Art. 7 is headed "Campar":1

In English: on the whole territory of the commune of Val Müstair it is forbidden to camp, and to spend the night in motorhomes or other vehicles of any kind, except at the places the authorities define for this purpose. The whole territory includes the lake. The places defined for the purpose are, in practice, the commune's two campsites down in the valley, Camping Pé da Munt in Sta. Maria and Camping Muglin in Müstair, the two camping zones of its zoning plan. Nothing is defined at the lake.14
A tent is inside that sentence. The Lia Rumantscha's dictionary, the Pledari Grond, gives campar as "lagern (ein Lager aufschlagen), campen, campieren, zelten": to camp out, to set up camp, to camp, to tent. A tent put up for one night is every one of those. At the Lai da Rims a tent is banned, in any season and however discreet.2
A bivvy bag is not named in it. The same sentence reaches for a second verb, pernottar, to spend the night, and uses it only for motorhomes and other vehicles. Romansh has its own word for bivouacking, bivacar, a separate entry in the same dictionary, and it appears neither in the police law nor in any other act of the commune's collection. The drafters had a word for spending the night and used it only for vehicles. A night in a sleeping bag and a bivvy bag, with no tent up, is therefore not named by art. 7.12
That is a reading of the wording, and nobody has tested it: no court, no ruling and no statement of the commune says how far campar reaches. The risk sits in the dictionary's first sense, "ein Lager aufschlagen", to set up camp, which lets a strict officer call a bivvy on the ground a camp. So keep it unmistakable: no tent and no pitched tarp, one night, up late, gone early, and if the police or the alp ask you to move, move. The same question comes up in Val Frisal, where art. 11 of the Breil/Brigels police law also allows campar only on designated places.2
What a tent costs. Art. 35 fines an intentional or negligent breach from CHF 50 up to the maximum set in the commune's fixed-fine regulation, and up to CHF 5'000 in repeat or otherwise aggravated cases. That regulation is issued by the Gemeindevorstand, the communal executive (art. 36), and it is not published, so the on-the-spot tariff is not public. Under art. 37 an officer who saw the offence may collect the fine on the spot, and someone who lives abroad and does not pay at once must leave a deposit or other security; the Italian border is 1.7 km away. In Val Müstair the communal police tasks are carried out by the cantonal police.1
The destination says it more bluntly on its camping page, "Im ganzen Areal der Gemeinde Val Müstair ist wildcampieren verboten!", wild camping is forbidden in the whole area of the commune, and asks guests to spend the night at one of the two official campsites. That is the tourist office restating art. 7 and adding a request, not a second rule.3
Nothing else reaches the lake: park, canton, forest
Federal. No federal protection instrument covers the lake or the ground around it. The nearest federal game reserve is more than 12 km away, and at the lake there is no BLN landscape, no floodplain, fen, raised bog or mire landscape, no amphibian site or dry meadow of national importance, no Ramsar or Emerald site and no military area. The nearest binding wildlife rest zone, Patlarsch - Spi da Vau, begins 1.8 km away and is closed only from 1 February to 30 April.5
The nature park is not a rulebook. The lake lies inside the Biosfera Val Müstair, a regional nature park of national importance, and inside the UNESCO biosphere reserve Engiadina Val Müstair, whose core zone is the National Park; Val Müstair belongs to its care and development zone. Neither label brings a camping rule. The federal park ordinance restricts visitors only in the core zone of a national park, where leaving the paths is excluded (Art. 17 PäV, SR 451.36). For a regional nature park it sets an area and objectives, from preserving habitats to supporting tourism close to nature (Art. 19 to 21 PäV), and no rule for visitors.7
This is not the National Park. The Swiss National Park begins 12 km west-north-west of the lake. Inside it the park ordinance bans bivouacking by name, "zu biwakieren", with a fixed fine of CHF 200 (BR 498.200, art. 5 lit. a; BR 498.210), which is why a night in the Val Mingèr is out of the question. That rule stops at the park boundary. People who have heard that bivouacking is banned "in the National Park region" usually mean the park itself, and the Lai da Rims is not in it.7
Cantonal. Graubünden has no camping rule for hikers. Its one article on camping binds hunters during the hunt, and its drafting is telling: for the hunt, "das Aufschlagen von Zelten und Blachen zur Übernachtung", putting up tents and tarps for the night, is allowed only on marked campsites (JBV, BR 740.025, art. 13). The cantonal planning act protects nature and landscape zones against new buildings, drainage and fertiliser (KRG, BR 801.100, art. 33 and 34), and says nothing about walking or sleeping in them.8 How these layers fit together across the country is set out in the national overview.
Communal, beyond art. 7. The commune's forest ordinance bans camping in the forest without a permit, with fines from CHF 100 to 5'000 (Uorden da god, art. 23 and 25). The lake lies about 200 m above the forest and 350 m from its nearest edge, so that rule stays below you. The zoning plan puts the water in a landscape protection zone and the shores in the agricultural zone and the landscape protection zone; none of them mentions sleeping. The building act lets the Gemeindevorstand authorise "zeitlich befristete Zeltlager", tent camps for a limited time, outside the camping zone (Baugesetz, art. 35 para. 5). That is the one route to a lawful tent at the lake, and it is made for organised groups, not for one hiker.45
Two small nature zones on the west shore. The zoning plan protects two patches of wet ground as communal nature protection zones: the marshy south-west corner where the inflows arrive, about 4'700 m², and a strip of the north-west shore at the outflow, about 3'700 m². The cantonal act bans building and draining there, not walking, but they are exactly the ground a night on a mat damages. Keep off them.58
The convent's lake, and what its yes could not change
The lake belongs to the Benedictine convent of St. Johann in Müstair, the monastery at the lower end of the valley that is a UNESCO World Heritage site. On the page for a guided walk to the "Klostersee Lai da Rims", the convent writes that the lake has probably belonged to the nuns since the 12th century, that their land today totals 1'930 hectares, and that until recently the sisters went up every year to Alp Praveder and on to "their" Rimsersee. The canton confirms it from the other side: its fishing ordinance lists the Lai da Rims among the private waters where a cantonal fishing permit does not apply (FBV, BR 760.155, art. 7 para. 1 lit. o). Leave the rod at home.98
What the owner's word can and cannot do: art. 7 is public law, so even a yes from the convent would not make a tent lawful, and no norm asks for the owner's consent to a night without one. The convent publishes no rule for the lake either way, no court order against entering or camping on its land at the lake has been published in the cantonal gazette since 2016, and nobody at the convent was asked for this report. A courtesy note does no harm; it is not a permit.9
How it is possible: one night in a bivvy bag on the east shore
The ground to aim for is the dry grass flat along the east shore, some 6 to 10 m above the water. Around LV95 2'826'340 / 1'161'500 (WGS84 46.56644 / 10.39142), at 2'404 m, it lies at 1.4 degrees, about 90 m back from the water, and the marked trail crosses the flat a few dozen metres away. Far enough from the shore to leave the lake alone, close enough to the trail to find it again at first light: lie well off the path, not beside it.5
Where not to lie. Not in the two nature zones on the west shore. Not on the plain south of the lake either: it looks like the flattest ground in the basin, and it is a live floodplain, with a meandering stream through the middle, a braided gravel channel to the west and a large gravel fan to the east. The north shore is rock and the gorge of the outflow.5
The alp and its guard dogs. From June to September the basin is working pasture. The federal map of pastures guarded by livestock guardian dogs shows the whole basin around the lake, every flat patch on the shore included, as the pasture of Alp Praveder, with dogs present "in der Regel von Anfang Juni bis Ende September", as a rule from early June to the end of September. The national herd-protection guidance explains why that matters at night: the dogs guard the herd on their own, day and night, and they are most watchful at dusk, in the dark and when the herd moves. Where an alp maps no sectors, the whole pasture is marked for the whole season, so the herd can be anywhere on it on a given night.6
Who to call from June to September. Johannes Fallet, +41 78 670 94 12, the contact the federal herd-protection map publishes for Alp Praveder. Ask where the herd is before you go up. If it is on the lake plateau, pick another night. Never lie down between the dogs and the animals, and keep well away from the herd. From October the dogs are normally gone. Arrive late, leave early. Wait until the last hikers and bikers have gone down before you unpack, and be gone before the first ones come over from the Umbrail in the morning.10
Getting there, fire and the long day
From the Umbrail pass. In summer a PostAuto runs from Sta. Maria up to the Umbrail pass, stop "Umbrail, Schweizer Zoll". From there a trail shared by hikers and mountain bikers leads to the lake, with priority for hikers on Wednesdays, Thursdays and Saturdays. The destination's own tour goes over the summit of Piz Umbrail instead: Umbrail, Piz Umbrail, Lai da Rims and down Val Vau to Sta. Maria, 15 km and 6 h 20 in all, described as demanding and high alpine, with a short stretch that needs a head for heights.10
From Sta. Maria up Val Vau. The shorter climb starts at Pra da Vau, 1'779 m, about 1.6 km north of the lake and 620 m below it: past Alp Clastras and Alp Praveder, then steeply in zigzags beside the stream. A PostAuto from Fuldera serves Pra da Vau in summer, and the destination ties its hikers' priority days to it: Wednesday, Thursday and Saturday. It needs a free reservation through SBB by 19:00 the day before. In 2025 it ran from 11 June to 22 October, one bus up in the morning and one down in the afternoon; the 2026 timetable was not online when this was checked, so look it up before you count on it. On foot from Sta. Maria, the lake is about 1'000 m higher.10
No fire. There is no fireplace at the lake, and the region asks visitors to grill only at fireplaces. The police law itself bans burning anything in the open other than clean dry wood and charcoal (art. 9). On 24 September 2026 the federal forest-fire danger for the area stood at "Mässige Gefahr", moderate, with no cantonal measure in force; after a dry spell that can change within days. Take a stove.110
No hut. There is no hut anywhere near the lake, so everything you need goes up on your back and comes down again.5
Where you can legally sleep
- In a bivvy bag, without a tent, on the east flat. One night at about 2'404 m, 90 m back from the water: art. 7 does not name it, a reading no court has tested. No tarp, no fire.1
- Camping Pé da Munt, Sta. Maria. Via Umbrail 165, +41 81 858 71 33, in the forest above the village on the Umbrail road, at the foot of the climb; every pitch has its own fireplace.3

- Not in the nature zones or on the southern plain. The wet ground on the west shore is protected, and the plain south of the lake is a live floodplain.5
General rules for wild camping
This applies wherever you are genuinely allowed to sleep outside, which at the Lai da Rims means one night in a bivvy bag without a tent, or a pitch at one of the two campsites in the valley. It is not legal text, it is decency and common sense on an alp where a herd and its dogs spend the summer.
- No fire. An open fire has no place in the mountains. A gas stove is enough.
- Pitch late, strike early. Set up towards evening, gone again early. A bivouac is one night, not a base camp.
- Leave no rubbish. Everything you carry up you carry down, organic scraps and toilet paper included.
- At least 50 metres from any water for the big business, so you do not foul what people and livestock drink.
- Stay small and quiet. A small group, no speaker, no drone, dogs on the lead, and the alp staff's word goes.

The verdict splits by shelter. Art. 7 of the police law of the commune of Val Müstair bans camping on the whole communal territory outside the places the authorities define, and this article says plainly that a tent at the lake is inside that ban. The further conclusion, that a one-night bivouac in a bivvy bag without a tent is not named by that wording, is a reading of the text that no court or commune has tested; the commune or a court may read campar more widely. CHF 50 is the minimum of art. 35, and the commune's fixed-fine tariff is not published. The herd-protection season, the bus timetable, the campsites and the zone boundaries are taken from their publishers as of September 2026 and can change from one season to the next; nothing posted at the lake was checked on site. Before every tour, check the current sources yourself and follow instructions on site. A genuine emergency bivouac in distress is a separate question from a planned camp. Anyone who spends the night outside bears responsibility for their own conduct and any consequences themselves.
